H.R.3: Elijah E. Cummings Lower Drug Costs Now Act

Overview

The Lower Drug Costs Now Act (H.R. 3) would allow Medicare to negotiate the cost of some prescription medicines with pharmaceutical companies, and cap out-of-pocket cost on prescription drugs at $2,000 annually. The bill would also cap the drug prices for all Americans to 120 percent of the average cost of that drug in six highly industrialized counties.
