H.R.3394: Children's Act for Responsible Employment and Farm Safety of 2019
Overview
The CARE Act would redefine “oppressive child labor,” Fair Labor Standards Act to encompass employment of any child under the age of 14, any 14/15-year-olds who have jobs that interfere with their ability to attend school, and any 16/17-year-olds whose occupation found by the Department of Labor to be particularly hazardous or detrimental to one’s health or well-being. The bill also revises the agricultural employment exemption for children.
Additionally, the bill would establish a minimum penalty for child labor violations and increase the maximum civil monetary penalties and maximum criminal penalties for child labor violations.
