H.R.4155: Funding Attorneys for Indigent Removal (FAIR) Proceedings Act
Overview
The FAIR Proceedings Act (4155) would authorize the appointment of counsel, at government expense, for aliens in immigration proceedings and to automatically provide to such aliens a complete copy of their immigration file in possession of the Department of Homeland Security (DHS). DHS would also have to facilitate access to counsel and legal orientation programs for anyone in their immigration detention facilities. In addition, this bill would establish an Immigration Counsel Account under the Treasury’s general fund to collect fees for providing access to counsel.
