H.R.4965: LEARNS Act

Overview

The LEARNS Act (H.R. 4965) would ensure that registered apprenticeship programs are an effective earn-and-learn model for students, workers, and employers.

Specify the bill would
1) Create national standards for registered apprenticeship programs.
2) Increase the attainment of recognized postsecondary credentials by program participants.
3) Support closer alignments between registered apprenticeship programs, employers, educational institutions, and other program sponsors offering good jobs.
4) Establish a permanent advisory council at the Department of Labor, bringing employers, labor unions, and state apprenticeship agencies together to oversee the actions and implementation of registered apprenticeship programs.
