Overview
Supporting Healthy Mothers and Infants Act (H.R. 5249) would make a series of reforms Child Nutrition Act and the Special Supplemental Nutrition Program for Women, Infants, and Children (WIC).
● Remove the stigmatizing language in the related to substance use disorder
● Instruct the HHS and USDA Secretaries to collaborate in the development of evidence-based nutrition education materials for WIC-eligible pregnant women and caregivers to infants impacted by Neonatal Abstinence Syndrome
● Ensure WIC conducts outreach to those who may be eligible for the program and are impacted by substance use disorder
● Make any nutrition education and training materials developed available to state agencies through an online clearinghouse.
The bill appropriates $1 billion in 2020 to carry out these goals.
