H.R.873: Transformation to Competitive Employment Act
Overview
The Transformation to Competitive Employment Act would strengthen and enhance the disability employment service delivery systems throughout the states while the sub-minimum wages that are currently allowed under Section 14(c) of the Fair Labor Standards Act are phased out over a six-year period. Overall, it provides service providers, disabled workers, and other agencies with the proper resources to create competitive integrated employment in every state.
The bill would:
• Create a state grant program
• Create a grant program for current 14(c) certificate holders while freezing issuance of any new 14(c) certificates
• Establish a technical assistance (TA) center, funded by the Department of Labor, to disseminate information about best practices
• Require States and 14(c) certificate holders to report on grants, service delivery and support, wage information, changes in employment, and the like.
