S.274: Child Welfare Provider Inclusion Act of 2019
The Child Welfare Provider Inclusion Act (S. 274) would allow organizations who serve children, including adoption and foster care providers, to make placement determinations based on the organization’s “religious beliefs or moral convictions”. The bill would prohibit any government body that receives federal child welfare funding from intervening with a child service organization’s decision on child family placement. If a state or locality were to violate this bill, the Department of Health and Human Services would be obligated to withhold 15 percent of federal funds to that entity.
